Monitoring the movement of internationally controlled substances

The INCB Secretariat publishes technical reports that provide an overview of the worldwide licit manufacture, export, import, stocks and consumption of substances controlled under the Convention on Narcotic Drugs 1961 and the Convention on Psychotropic Substances of 1971. In addition to providing specific figures for movements of many scheduled substances the reports include commentary on emerging and ongoing trends in the licit market for psychotropic substances under international control.

In order to meet their treaty obligations, state parties to the Single Convention on Narcotic Drugs of 1961 and the Convention on Psychotropic Substances of 1971 must provide to INCB their annual and quarterly statistics for the movement of internationally controlled substances in their territories. The training material provides competent national authorities with a complete overview on how to report including examples of the information that must be reported.
