The Single Convention on Narcotic Drugs of 1961

Substances controlled under the 1961 Convention are subject to control measures that include their limitation to medical and scientific purposes and regulate their licit production, manufacture, export, import, distribution, trade, use and possession.  Control measures include requirements for licenses, estimations of required quantities, reporting, control and inspection, records, and medical prescriptions. These control measures vary according to the different schedules and also include certain exceptions in regard to retail trade, reporting, medical prescriptions, records and licensing requirements.

In the 1961 Convention, narcotic drugs and their preparations are listed in four schedules, based on:

  • dependence potential
  • abuse liability
  • therapeutic usefulness

The revised schedules of narcotic drugs under international control are issued under document symbol ST/CND/1/Add.1 and will be updated whenever the Commission on Narcotic Drugs takes a decision.
