This section of the Toolkit describes procedures for placing psychoactive substances and precursors under international control and provides information about the relevant provisions of the international drug control conventions for the possible scheduling of substances. It discusses mechanisms under the conventions regarding provisional control measures, both mandatory and discretionary. It also recommends resources which can facilitate understanding the process of changing the scope of control of new substances under the international drug control conventions.
