This module presents information and resources about the international drug control system, the Commission on Narcotic Drugs (CND) as well the three Conventions that constitute the cornerstones of the international drug control system.

The module also explores the various legal approaches adopted by Member States at the national level to respond to the emergence of NPS. These approaches attempt to address the particular challenges of NPS markets which are characterised by sudden appearances of diverse substances as well as efforts by those who manufacture such substances to evade legal controls. The module also examines key considerations related to the implementation of the various legal approaches.
